Harold Jr. entered the 1996 election after Harold Sr. decided not to seek re-election for a 12th term in office. He rapidly became the front-runner in the Democratic primary, which was widely seen as the actual election in the heavily Democratic and predominately black 9th district.

Ford designed his last semester of law school without any classes on Mondays or Fridays, allowing him to return to Memphis for an additional long weekend each week to continue his campaign. As expected, he easily won the Democratic primary, and in November he was elected.

He was the youngest member of the 105th and 106th Congresses. He was reelected four times with an average of 80% of the vote. Ford gave the Democratic National Convention’s keynote address in favor of then-vice president Al Gore’s bid for the party’s presidential election in 2000.

On October 10, 2002, he was one of the 81 Democrats in the House who voted in favor of approving the war on Iraq.
